Background
West Virginia Policy 5202 establishes the minimum requirements for the licensure of educational personnel to be employed in the public schools of West Virginia. The primary purpose of licensure is to assure the public that educators meet established levels of competence to deliver an appropriate and effective educational program to the state's public school students. Licensure requirements established in this policy provide a means of ensuring that persons employed in West Virginia public schools have the necessary knowledge and skills to meet the responsibilities of their professional assignments in instruction, student support services and/or administration.
Course Goal
As a student in this course, you will be provided with a review of the laws and policies that govern teaching in West Virginia. You will learn the specific procedures to obtain your initial Substitute Teacher Permit according to West Virginia Policy 5202. You will be provided with information about teaching and classroom management.
Course Objectives
To provide participants:
- Information on how to become a substitute teacher.
- General information about teaching.
- The opportunity to learn about the laws and policies that are relevant to teaching.
- Specific information about various teaching strategies and classroom management.
- Resources to assist them as substitute teachers.
Course Structure and Schedule
This is a non-credit course offered for 18 clock hours. The student can register at any time during the year. Cost is $157 per student. A certificate for course completion will be issued.
Prerequisite(s) for the course include a four year college degree, and a 2.0 GPA in undergraduate studies. A co-requisite for this course includes 4 hours of classroom observations. An up-to-date Tine (tuberculosis) Test is also required.

- Participants will mail the Classroom Observation Form to the instructor.
- Participants are expected to put together a “Magic Bag/Bag of Tricks.”
- Complete the course evaluation.
Methods of Student Evaluation
Participants will:
- Read each section of the course.
- Spend a minimum of 14 clock hours reading and reviewing the information provided in the course.
- Provide a verification of four hours of classroom visits.
- Respond to four scenarios posted on the discussion board.
- Complete each section’s quiz with a minimum of 80% accuracy.
