Off-Campus Lease Policy

Extended Learning has lease agreements for classrooms throughout West Virginia. Each Department offering courses has the option of negotiating its own temporary space agreements or utilizing the agreements provided by Extended Learning.

The various areas of the state have differing lease agreements.

Presently the Regional Center in Parkersburg has classroom space provided by WVUP at no cost. The Regional Center in Clarksburg provides classroom space in Robert C. Byrd High School free of charge except on the weekends. During this time the rate is $15/hour.

Favorable rate agreements for non-computer classrooms have been negotiated with Shepherd College and West Liberty State College at Warwood.

The rate at the University of Charleston represents the higher costs of doing business in the Kanawha Valley.

Extended Learning will provide complete expense coverage for room rental during the start-up or incubation term. However, future rental expense charges should be an integral part of planning when determining the economic feasibility of providing an off-campus program.

Based upon total unit enrollment (as measured by student credit hours) in off-campus courses, Extended Learning will assume rental charges for non-computer classrooms in the previously references locations according to the following schedule:

0-75 credit hours
Payment for 1 course
76-150 credit hours
Payment for 2 courses
151-225 credit hours
Payment for 3 courses

Examples:
Two courses are offered. Room rental is $1000 per course. Example class A has 12 students and is a 3 credit hour class. Example class B has 14 students and is a 2 credit hour class. Example A generates 36 credit hours, B 28. The total student credit hours is 64. The invoice for facility rental equals $2000. Although the total has yet to reach 75 credit hours, Extended Learning will pay for one course, $1000. The Department would also be responsible for $1000.

Three courses are offered. Room rental is $1000 per course. Example class C has 15 students and is a 3 credit hour class. Example class D has 10 students and is a three-credit hour class. Example class E has 5 students and is a 4 credit\hour class. C generates 45 credit hours, D 30, E 20. The total student credit hours is 95. The invoice for facility rental equals $3000. Extended Learning would be responsible for $2000 and the Department for $1000.

The utilization of computer and technology classrooms is increasing. The cost is significantly higher since technical expertise is required. Careful curricular analysis should be made prior to requesting computer-assisted or interactive technology-based instruction. Extended Learning is working to increase computer access in all of our regions.

Regional Coordinators will assist in locating computer classrooms, but the cost of these classrooms will be billed to the respective department.
